October 30, 2021 – Annual Simulated Emergency Test

S.E.T. Title:  ESF #1 Support

S.E.T. Overview:  Practice standard operating procedures which will be necessary during a major Cascadia Subduction Zone event.  This is a “ramp up” exercise for the National Level Exercise in FEMA Region X in June 2022.

S.E.T. Scenario:  A major earthquake in the Cascadia Subduction Zone has caused moderately heavy damage in Clark County.  The Southwest Region of the Washington State Department of Transportation (WSDOT) is requesting support from Clark County ARES/RACES to establish backup communications at their local facilities and to inspect local bridges and other infrastructure for damage.

S.E.T. Objectives:

1.

Throughout the exercise, members demonstrate the utmost in personal safety when they are near vehicle traffic along roadways.

2.

Throughout the exercise, members follow state-mandated face mask and social distancing requirements.

3.

As dispatched during the exercise, members promptly visit their assigned location(s), send the provided messages to their Team Leader or other location(s) specified, and receive exercise messages directed to their location.

4.

During the exercise, Team Leaders effectively manage deployments of their team members and relay reports from team members as necessary.

5.

As the exercise draws to a close, Team Leaders confirm that all team assets are accounted for and report this information to the Emergency Coordinator.

Deployment Location(s):  WSDOT maintenance facilities and state highway bridges as assigned by the EC as part of exercise play.  Because of COVID-19 precautions, all response locations will be outside of served-agency and other venues.
